2023 Dublin shooting trial ends in partial verdict | Here’s what we know

According to the GBI, Richard Collins was fatally shot on Sept. 4 on East Jackson Street, nearby the Laurens County Courthouse

DUBLIN, Ga. — Recently, one of the men charged with murder in a September 2024 Dublin shooting had his trial end in a partial verdict.

Last year when Richard Collins was shot to death, we spoke with his mom, Nicola Hicks, multiple times about her family’s plea for justice. We recently spoke with her again, and she said they’re still fighting for him and his nine kids he left behind.

According to the GBI, Collins was shot nearby the Laurens County Courthouse at around 2:00 a.m. and the GBI arrested three men and charged in relation to the shooting.

  • Roshoun Jenkins was charged with felony murder, and four counts of aggravated assault
  • Ira Dale Munn was charged with felony murder, armed robbery, and two counts of aggravated assault
  • Dominique Tucker was charged with felony murder, armed robbery, and four counts of aggravated assault

According to Laurens County’s Clerk of Courts, Jackie Dalton, the trial for Jenkins ended with a partial verdict on Oct. 26. Dalton said the jury couldn’t agree on whether to convict him of felony murder, and two counts of aggravated assault.

While they were hung up on those, Dalton said they did agree unanimously to not convict Jenkins with malice murder, and four other counts of aggravated assault. Dalton said the judge accepted those unanimous convictions.

13WMAZ reached out to the District Attorney Craig Fraser’s office about whether they’ll hold another trial for the rest of the verdict, but we have not heard back.

According to the GBI, three other people were also hit by gunfire in that shooting. At the time, Dublin Mayor Joshua Kight called the shooting the result of a mix of ‘alcohol and gambling’.

Hicks told us her son was leaving a party at a former lounge that day when he was shot walking to his car. She said he walked into the shooting scene, and was struck because he was in the wrong place, at the wrong time.

According to the GBI, they handed this case over to the district attorney’s office in January.
